Generally speaking which would bring out the most damage from the jewels below
40ed 15 max
30 max
40 ed 9dex
(they will be placed in a windforce on a bowzon)

iirc ed/max jewels are bugged so they don't work together. the second jewel won't add as much damage as the third (e.g. 241 dmg @ lvl 1 + 30 = 271; 241 dmg @ lvl 1 x 1.4 = 337 x 1.09 = 367). basically the third jewel adds 40% ed to the base and a 9% modifier overall (the dex) giving you the most damage unless the first one does work in which case it depends.

ed/max are only bugged in anything else than a weapon. So putting it in a Windforce will work just fine.
I vote goes for a 40ed/15 ias jewel.

.. what is of course right answer. I will just add an explanation "why":
Ph damage is a function A*B+C , where
A= final weapon damage
B= gear/skill/aura/state ed
C= + min/max from jewels in gear
WF is an Hydra bow with base ph dmg of 10-68.
Jewels #1 and #2 affect only A. Jewel #3 gives +40% to A and +9% to B.
#1 40ed 15 max --> +4 min, +42max ---> +26 average weapon dmg
#2 30 max --> +0 min, +30 max ---> +15 average weapon dmg (clearly worst of all)
#3 40 ed 9dex --> + 4 min, +27 max ---> +15.5 average weapon dmg AND 9% to B-ed
Letīs consider the case where clvl=99 and minimum dex for WF user = 167. I assume that there are no other than dex B- or C- mods (no auras, no Fortitude etc). In this case final ph damage will be:
#1 --> min 39, max 589 --> 314 average. Final average dmg = 314*2.67= 838.38
#3 --> min 39, max 574 --> 306.5 average. Final average dmg = 306.5*2.76 = 845.94
As You see #3 gives VERY slightly higher output under circumstances most favorable for just this jewel.
But what happens if we consider an opposite constellation?... Lets take clvl 73 and massive B- ed:
450 dex, Fortitude, Might merc lvl 73 wearing Delirium, CoH and wielding perfect Pride.
In this case B = 1 + 4.5 (dex) + 2.1 (lvl 18 Might) + 3.45 (lvl 20 Concentration) + 2 (forti) = >
#1 --> min 39, max 498 --> 268.5 average. Final average dmg = 268.5*13.05 = 3738.825
#3 --> min 39, max 483 --> 261 average. Final average dmg = 261*13.14 = 3429.54
Now jewel #1 works MUCH better than #3.
The conclusion is simple: In every case of character dealing physical damage and having an acceptable/decent B-ed even little changes in weapon damage cause big changes in final damage.
