I'm sure this has been mentioned before, but I haven't seen it.
According to the devs, the third tier of the skill trees have two requirements:
1) Character must be level 10
2) Character must have invested at least 10 points in the first and second tier of that tree.
Now, assuming you get 1 point per level, and don't have any points at level 1, it would be impossible to even HAVE 10 skill points by the time you reach level 10. So in essence, you would need to be level 12 to use Tier 3 skills.
This leads me to believe that we're going to see skill points come from other areas like quests, as they did in Diablo 2.
Has this been confirmed anywhere? Were there quests in the Blizzcon demo that awarded this? Otherwise the numbers just don't add up.

None of the quests gave skill points. I wouldn't crack my brain-box open about skill points and trees just yet. The game is to early is development to guess how the balance is going to be. Everything we can deduce right now will surely change.

It's possible, but it seems like that would be too many... then every build would be able to max out all three trees by level 99 and there would be no reason to specialize.
I think it will be 1 per level, like BlizzCon demo.
But... impossible to know if there are few or lots of rank-quests.
Presumable, one or more must come before level 10 (probably like the first Quest in Diablo 2).
Another question... is 99 or 100 the maximum level in Diablo 3? Is there any oficial talk about this? Perhaps the max level will be higher in D3. Or perhaps not.

Could be 1 per level up most of the time with an extra point thrown in every 5 or 10 levels... or the like :)
Lots of RPGs give different perks at different level threshholds.

Not necessarily. What if they let us max some skills with 30 or 40 points? I would love this. 20 doesn't seem like much in d2, especially since you can get 30 bonus skills to a tree with gear.
Max is lvl 100 now.

It's not as bad as you think, Turnip. That's the THIRD tier. You have 2 other tiers, each with two active skills and two passive skills. They don't want you to get the best skills so early, and even getting it at level 10 means spending all of your skillpoints in one tree, neglecting the rest.
When looking more closely, it seems like this would a lot more customization. You can pick how fast you unlock abilities and where. So you can dabble in Charged Bolt, Arcane Orb, and Spectral Blades, or you can go pure Magic Missile to unlock Disintegrate faster.
I know that somewhere Bashiok or someone from Blizzard said it was 100. I'll look around.
