What exactly does this ability do? I think it occurs when your critical hit a target? Correct me if i'm wrong
If this effect is useful, it could make arcane magic far more useful then just being able to put out high damage,
If anyone knows what "silencing a target" means please explain! =D

I suppose it is prevent monsters from cast magic spells, buffs, rezz, and so on. I suppose they can attack, but it's all.
Think about Dim Vision from Necromancer, also from the Druid's ravens.
I am almost sure it will work the same way or very similar, perhaps not as powerful as Dim Vision because if you cast dim vision, you literally stop all monsters from attack you unless you hit them, and they only response with melee (think).
I think the Silence will just prevent them from cast spells, and it will not prevent them from range damage or melee. Useful for added effects and very tactical in some monsters (like some necro curses in D2, useful against summoners and chamans with resurrection spells, other curses against range attacks, and so on), but fortunately not very overpowered.
But I'm just speculating.

Silence has always been the spell with the effect of making a character or a monster unable to cast magic spells .. it is pretty popular in magic and RPG lore (specially JRPGS) ... simply cause spells (from their names) are cast through words (i.e spelling magic words) ... and silencing your enemy makes them unable to cast any spells.
So with that we can say that the critical attacks of arcane magic will silence monsters and make them unable to cast any sort of magic (probably temporarily) .. which could be pretty useful ^_^
Ok! That makes things alot more clear, especially when you relate their ability to speak to there ability to cast spells,
So to blast a few doom knight mages, or shamans, They loose there abilities to harm you or revive minions... Hmmmm lots of potential.
I can see the critical hits being alot less helpful on things like brutes, or sand leapers, etc. Melee Hitting foes.
OH YES! Don't forget the PVP potential of having your opponent not be able to cast spells! Even for a period of a few seconds thats often all one would need.
Anybody want to share some strategies or hidden potentials you can think of to uncover or exploit?
the wizard arcane spell page has a skill that increases the crit chance of magic missile. Someone observed that if you wanted, you could just put points into the passive skill to make MM a targetted silence instead of damage. That's customization!

in BG and NVW you can still cast hand movement spell its awesome cause you need to know your spell and how they are cast
but yeah silence could be a nice disable....as long as ghost arent back in the game with the freaking lightning attack in hell

It would have been cool if D3 had two classes of spells like those games ... ones that are cast through words (disabled by silence) and others cast through hand movements or drawing glyphs (disabled by stun or paralysis spell)... that kind of in depth spell system could have been interesting for the WD and Wizard.

hell yeah that would have been neat...but since they are trying to simplify the game doubt we will see that...i just hope silence affect tons of monster ability and spell...not all of course

I wouldn't be surprised if there'll be a rune available offering exactly this option.

i think what blizzard trying to do with this "magic spell" is to silence all bots that just getting on ppls nerves....
