In which act one can start to buy staves with teleport charges?

You need an item level 23 staff for that (so its affix level will be 24) and the act 1-2 normal shops are capped at a lower item level. That means, shopping in act 3 normal and beyond with a L18+ character should work - and being exactly L18 will also increase the chance of its occurrence, as the higher affixes aren't available then. I'm not 100% sure about it (for experts: AFAIK they have a magiv_lvl of 1 and thus undergo a simplified and more advantageous affix generation procedure), so have a look for staves with charges of glacial strike, enchant and chain lightning as well to check that. They have the same affix level, so if they appear, those with teleport can occur as well.

There is a small chance for exceptional or elite upgrades in nightmare and hell shops for lower-level characters (which boosts the affix level), but that's probably not serving the purpose because exceptional and elite items usually have level reqs of 25+.

To determine the level of the skill charges:
Let M be the second number in each set of brackets (i.e. the 10 in [30/10]). This is the intended maximum level of charges the item can have. (in some circumstances, it can actually go higher)
The item's ILVL determines the level of charges on the item. Let R equal the level required to use the skill with its own class (indicated in parentheses below next to the suffix name). Let T = (99 - R) / M, rounded down. An item can gain SLVL N charges at ILVL R + T*N.
For example, a wand of Lower Resist [60/3] can gain SLVL 1 charges at ILVL 53 (as well as all levels below it), SLVL 2 charges at ILVL 76, and SLVL 3 charges at ILVL 99.

To determine the number of charges available:
Let B be the first number in each set of brackets (i.e. the 30 in [30/10]). This is the base number of charges the item will have, as well as how many charges are added per spell level DIVIDED BY 8.
For SLVL S charges on an item, B+(B*S)/8 charges will be available, rounded down.
For example, given B=30, the amount of charges available for Level 1-5 will be 33, 37, 41, 45, and 48, respectively.

BTW, the skill level of teleport from charges is irrelevant, as a higher level teleport just reduces the mana costs and spells from charges don't cost mana anyway. However, the number of charges will be greater then, as pointed out by SnickerSnack.
