Charm rolling

I could not find any threads which explicitly states this so I would like to clarify with you guys... Does the clvl of the character I use to roll charms affect the results of the roll? Is there any difference between using my main lv92 char or using a lv1 mule to roll a baal GC for example?

No, the character does not matter. Just the item level of the charm, which doesn't change when rerolling.
