1. Why did I stop gaining tons of exp in Act 3 on level 24?
2. If I have multiple characters can I swap out items between them? If so how?
3. After you beat the game do you keep your character and start over with the same LVL, skills, items, etc?
4. How and where do I find the Items I need to trade for? How does currency work? Do I buy them with gold, gems?
5. I here people talk about "runs" like Diablo or Mephisto runs. How does that work?

1. there is an ideal level range in which to gain exp. for every area in the game. there's a chart here somewhere..., try googling it... it tells you in which areas you have to be what levels to gain, for example, 98% of gainable exp. EDIT: here it is: http://strategy.diii.net/news.php?id=512
2. you play over the internet and drop items on the floor/pick them up with the other, or use ATMA (google and download it), for a basic use guide of ATMA, look in here http://diablo.incgamers.com/forums/showthread.php?t=712839 click on download at this site to get ATMA: atma.diabloii.net
3.you don't start over, you keep the character, you just play on, even though you've done every quest... there's still plenty to do, items to find, levels to gain, bosses to kill over and over, or start a second char and play that one, try out different chars and have fun... also, if you only beat the game on normal difficulty then it is high time to move on to Nightmare and Hell difficulty!
4. you buy them in perfect gems, (or trade with items you have), you find items you need to trade for on the trading forums here...
5. you kill them over and over (on higher difficulties, Nightmare or hell diff.) and hope that they will give you good items (for better results, you should be running them with MF gear, gear that has "something % increased chance of finding magic items)

Do you mean multiplayer characters? If so, it depends on what you mean by multiplayer.
Characters used in single player, multiplayer open battle.net and tcp/ip games are the same, all files saved on your computer. You can use ATMA with those, since you have access to the files.
Characters on closed battle.net are not saved on your computer, but on Blizzard's servers. Because of this, you can not access them in any other way than just playing with them.

Yes, there are illegal ways to duplicate (dupe) items on closed Battle.net. We can't go into how it is done on these forums, just be aware it's possible.

On a side note, level 24-25 is by far the worst leveling experience you will ever go through in Diablo 2. Once you get to 25, things tend to go much easier as far as leveling is concerned.
