Hello,
I am new to diablo2.

- For Dragon Claw, what does +damage% means? whats does +attack% mean? - Is it the equivalent of item bonuses +damage and attack rate?
- Does dragon claw hit multiple enemies?
- For someone wanting to build around Dragon Claw, what are the stats to try to max? Attack rate? +damage?

+damage% increases the physical damage output of your weapon
+attack% increases the likelihood to land a blow on your opponent, also known as increasing Attack Rating
And yes all sources stack, but under specific conditions. Furthermore, I think +damage% on the weapon itself weighes in much heavier than off-weapon sources. Not too sure though, you might want to check the Statistics forum for that. Or you could take a look at the damage calculator here (http://baronsbazaar.invisionzone.com/ppr/).

Arreat Summit does not state it hits multiple enemies, so it probably doesn't.
If you want a build around Dragon Claw I suggest you take a look in the Assasin specific forum, where there is a linky to a few suggested and tried builds. There might not be one of those in there though, in which case you could write a guide for it yourself.
Most likely the build revolves around Dragon Claw, some Synergies (if possible), a charge up skill, Venom and Claw Mastery.

Definitely visit the assassin (sin) forums and read up for specifics.

I've also got a comment/question: in a general sense, how do + % bonuses apply?

I believe the game calcuates things like this: (base value from level and stats + sum of numbered magic bonuses) * (sum of % bonuses).

so, if your (modified) dex gives an attack rating of, say, 900, and you have a ring that gives +100 attack and +10% attack, the total would be 1100.

I realize each stat is counted a little differently, but is this how it works in a general sense?

You're talking about Attack Rating. You have the basic idea down. The equation is:

((dex * 5) - ToHitF) + Sum of +x to AR items) * (1 + ((Sum of +% to AR items + bonus from skills%)/100)

Where ToHitF = 35 - X and
X =
+5 Amazon
-15 Sorceress
-10 Necromancer
+20 Paladin
+20 Barbarian
+5 Druid
+15 Assassin

So in your example:
AR = ((900 - (35-15) + 100)*(1 + 10/100)
AR = (900 - 20 + 100)*(1 + 0.1)
AR = 980*1.1
AR = 1078
