ok so, I have been playing for a bit now and have accumulated a lot of lower runes. I read somewhere that cubing them isnt the best idea at a certain point, but don't know where that point is.
Should you keep or cube tal, ral, ort? Anything lower than that which should be kept around too?

There's no one rule that's used. But there are some guidelines which work great.
I'm pretty happy with what I do: stack all low runes till I have 4 and then cube them up. You should stop at Ral, since those have a higher value due to needs with crafting. Everything above Ral I cube up if I can find the appropiate gemmies for them.

Personally I keep 4-5 of each of the lower runes (below Ral) but after that don't even pick them up anymore. Cubing up Elds and Tirs to get mid level runes isn't very productive.
would you cube Ral? Ort? Thul?

Orts and Thuls are part of a Spirit pack, and Rals are used for crafting Safety Amulets, so no I don't normally cube those up.

same. I cube up to Ral and stop. I've got 8 or 10 Rals now, and more than 40 P gems.
I should really trade them for a couple Pul.

I was actually quite certain the Rals are used for crafting Caster Amulets. You know they are sought for pretty badly.

I keep all runes from Tal on. I have perhaps 2 of each rune below that and beyond that I leave them on the ground.
I cube up Io, Dol and occasionally Lum, but I always keep 1-2 of them, as with all runes.
I also cube up Thul, Ort and Tal if I have too many of them in comparison to Amn which is the highest rune of a Spirit set (not counting the Hel rune), so their numbers even out.
I don't cube up Ral runes.

basically remember that 3 Rals are worth more than 1 Ort, 1 Thul, or 1 Amn. Having some Tal's is good, but you'll get so many if you cube up every rune that eventually you'll want to turn most into Rals.
I like the other poster's suggestion of keeping even numbers of Orts, Thuls, and Amns (remember that Amn takes chipped topaz to cube up).

I used to cube everything, but ..... cubing up real low runes is tedious after a time unless you need a tal and for some reason just can't find one.
I no longer bother to pick up anying lower than a tal. The tals I pick up are cubed to a ral, which I sell (20 rals for a pul .. sometimes a hr). If I need an el, eld, eth, tir or nef ... those drop with great regularity. I'll pick them up when I need one.
Other runes I cube when I get too many of one kind. I like to keep one or two of the following low runes on hand for runewords, trading or the like:
amn
sol
dol
hel
ko
lem
I do keep everything at the pul level and above as one will never know when they'll be needed. Also, they are very tradeable for items you might want. I collect guls only to cube to a vex ... and prefer not to trade for a zod, cham or sur unless I either need one for something specific or have no other choice. Naturally, I will pick them up if I find one (haven't yet) just to trade for something else.
Rarely will I cube a high rune (except guls) as you can trade one for the other fairly easily.

I keep Rals, Spirit Sets (Tal, Thul, Ort, Amn), Hels, Sols, Dols (to roll into Hels on occasion), Nefs, and then 2-3 of any others I happen to find.
It works out well for me. The most tradable ones tend to be Spirit Sets including Hels for rerolling and Ral runes.
