What kind of Belt has the most potion slots? I'm thinking of giving one of those to Charsi to Imbue for me, but I'd want it to be able to carry quite a bit for me.

All exceptional/elite belts get 4 rows, as Plated Belt from the normal set. The Arreat Summit (http://www.battle.net/diablo2exp/items/normal/belts.shtml) has this info for you, if you need clarification.
