I think apart from making the screen brighter or darker it affects the radius at which monsters are triggered so a low radius might be handy when say teleporting or moving along corrridors and a high radius might be handy for drawing monsters into an aura field to damage them.

That's a common misconception - a character's light radius has absolutely no relationship with monster AI. All it does is make the screen lighter/darker for a bigger area around your character.

Note: On my old character, it was slightly useful because I had the monitor configured wrong for the 'Darkness' quest in Act2 - I literally couldn't see anything outside of my char's light radius. It's not an issue on my current comp though.

I've heard light radius was what triggered monster ai in Diablo 1, so likely where the misconception came from.

it's not completely useless, but it's just about the worst aditional ability

It's pretty useless - the only time I ever noticed it was when I was first playing and I had found Duskdeep Helm, The Umbral Disc Shield, Goblin Toe Boots and a Shadow Fang Sword. I equipped them all at once just for the sake of it - during night time and when in caves etc I couldn't see a damn thing for more than an inch around my character.
