Upping in Single Player question

I need to clear up some confusion about upping Exceptional Uniques to Elite base item status. Can it or can it not be done in Single Player?

At Arreat Summit they write "Single Player, Ladder only" in brackets after the headline, but in the explaning body text they write, and I quote:

"You cannot do this formula unless you are using a Ladder Character."

So which is it, is the feature available in SP or not?
