Question on Azurewrath's sanctuary

I have a frenzy barb that wields dual Azurewraths. Do the two levels stack up? Meaning 11 + 12 = 23?

I'm thinking since dual dreams can give you lvl 30 holy shock, it should work.

Yet to what point? The damage modifier is bugged or atleast not very important. all that works is that ignore targets damage resistance which doesn't stack. Then you have the magic damage which even at lvl 23 won't be very large and the knockback effect which will only be annoying as it tends to extent quite far making monster off-screen notice you when you may don't want this.

I'd be surprised if there wasn't a better second weapon.
