What is sorb? And what is sorbing? Are those the same? Are those came from absorb?
How is it working?

Sorb = short-form of Absorb.
Sorbing = process of Absorbing.

Depends. IMO both amulets will do more for you if not relying on absorb fire %. Absorb% is more effective when having low/negative resistance%. Plain absorb X element works better with maxed res (e.g., 90 or 95% res).
So:
Rising Sun: if you can get your max fire res% high enough by using items like hotspur, infernostride, or GA you will end up being healed by fire damage.
Nokozan: same rational as above but reversed. Use this to increase your max fire res%, if you can get "absorb X fire damage" from items like hellmouth so that fire damage will heal you.
I don't have any hard numbers on the elemental damage that monsters can usually dish, so i don't know exactly what scale you're refering to. This info is key, care to elaborate?
Without any knowledge of the "scale" it seems fair to think, for example, that a vampire casting meteor can dish out ~1000 fire dmg (= sorc meteor damage at slvl 20 without any synergies, mastery). Plus most of the time you won't have one but multiple monsters trying to target your char, often succeeding. So, on to the numbers:
Rising Sun on a lvl 90 character (67 fire absorb + 75% fire res):
fire damage dealt 1000 => 750 are resisted => 67 converted to healing => 183 fire dmg taken
Nokozan (85% fire res):
fire dmg dealt 1000 => 850 are resisted => 150 fire damage taken
Conclusion:
If monsters can deal as much as ~1000 fire damage, then Nokozan > Rising Sun.
However this conclusion is limited, since this is not a proper comparison for 2 reasons: (1) i don't have a key piece of info, i.e., the actual monster elemental damage "scale", and (2) gear choice for a specific slot must take into consideration the rest of the gear used.

I don't recall ever having seen anything like poison absorb, thus I think that only works for light, fire and cold.

Poison Length Reduced by X is the equivalent of "poison 'sorb".
note that +max res for poison is pretty easy to get (albeit temporarily). Antidote Pots!!!
the "element" that can't be effectivly sorbed in PvP is Magic Damage (from things like Blessed Hammers and Bone Spear/Spirit's...)

Whats the difference between % absorb and hard absorb? Does % absorb turn that % of the damage after resists into healing? say 40% cold sorb from two RFs vs 250 cold damage after the 75 resist. Am i taking 180 damage ( taking 40 of the cold damage and healing me with it) or 50 damage (taking 40% which is 100 damage, and healing me) if the former than whats the difference between that and the solid number sorb

short answer is:
%sorb just reduces the damage you take by a whole lot.
integer sorb can heal you (if you have decent resists).
when you start stacking the two together it gets pretty rude.
