With so little information about what you're trying to gamble, I'll just go ahead and say level99 is the best - at least you'll have a chance at everything.
If you want a more accurate response, you need to provide more info about what you want a chance to get.

as a "general level", lvl 93 is considered a good place to shoot for. at that level, every amulet you gamble and then craft has a shot at +2 skills.
i know of some LLD'ers who gamble @ lvl 30'ish to restrict the mod pool available.

You're right, but he's also right.
When you gamble, the item receive a Ilvl of Character level +/- 5 ( something like that.. )
A +2 skill ammy is a level 90 item.
If you're level 85 and you gamble an ammy, you need to roll a +5 level on your item ( to get to 90 ). If you don't roll +5, you can't get a 2skill ammy at all. ( Even if you roll +5, it's not guaranteed you'll get one ).
When you're level 90'ish ( I thought it was 95, but mephiztophelez say it's 93? ), even if you roll a "-5", you get to ilvl 90, so you can still get a +2skill ammy, even with the worst roll.
You can get them as soon as level 85, but you'll need quite a bit of luck.
I assume the +/- ilvl are random, so only 1/11th of your ammys will be lvl 90.
This mean 10/11th of your ammy can't even get the +2skill mod.
and the 1/11th left still has to roll it.
(If I'm wrong about anything, feel free to correct me :thumbup: But that's the general idea)

It's from charlvl-5 to charlvl+4, so at L85, your chance to get a +2 skills amulet is zero, while 10% of them have a chance at L86, 20% at L87 etc. and finally 100% at L95. For coronets, the levels are lower by 8 and for circlets they are lower by 3. I usually don't gamble for anything but rings until I have a L90+ character.
Other things to consider:
- Gheed's charm and the Edge runeword reduces vendor costs which includes gambling
- Gambling isn't any better in hell mode, but you can sell the crap results for up to 35k there
I am trying to craft a 2 skill, 10 FCR, etc ammy. I was under the impression that you had to have a 2 skill blue ammy to base it on. But if I read this right, any ammy I gamble with a 95 clvl will be good to craft?

You need a blue amulet; other colours won't work. (on an odd sidenote, you can use any colour of jewel - even Rainbow Facets)
Level95 is for gambling with a guaranteed chance at +2 skills. But for crafting you "only" need a level93 character for that same chance (as long as you're gambling the base-amulets you use).

To gurantee every gambled ammy has a chance at +2 skills the character must be at level 95.
To gurantee every crafted ammy has a chance at +2 skills the character must be at level 93.
In the gambling case there is only one roll for level which can be from +4 to -5 as others have pointed out already. In the crafting case there are two rolls, first for the level of the ammy being gambled and then for the ammy being crafted. For an ammulet the crafted level is essentially the level of the ammulet + the character's level rounded down, so at 93 with an ammy gambled at level 88 or more the minimum craft level is 93 + 88 = 181 / 2 = 90.5 rounded down to 90.
So you can craft a +2 skills ammy from a blue ammy that was not a high enough level to roll +2 skills on it's own.
