The way the skill system seems to be implemented seems boring and will force players to create very specialised characters for pvp. That is to say, the way it seems to go right now is that you need only to allocate a certain amount of points on a skill tree to advance through the tiers, however these points can be used only on passives and still meet the requirements. Unlike in d2, where a character HAD to learn first a low ACTIVE skill to progress to the next active skill, in d3 a competitive duel char will have maxed out ONE active skill and dumped all the other skill points into passives to max it out. This way he will have a great powerfull crushing skill, and no more. At least in d2 an (for example) ice sorc would be able to use all the other skills which are prerrequisites to the ice orb, even though they wouldnt be near as powerfull at least she could use them for fun like to kill dia in normal with little ice stakes or such. It also seems more logical; how the heck is a wizard supposed to jump from knowing no magic at all to summonig a great big blizzard? He must have started out with some lesser magic no?

If they do "force" people to take low level active skills, there are people who will complain about it incessantly with cries of "wasted skill points" and "crap skills" and so on...

It looks like there are going to be a lot less of the garbage skills that were in D2. Many of the low D2 skills were utterly useless by A2. D3's low levels look they'll always have some use, and the hi level skills won't just be rehashes of earlier skills.
What people dont see is that you dont "waste" skill points, in reality you sort of gain them back through quests; in d2 you gained 12 skill points from quests you know. That is why i think they should make the skill development as in d2, they want to make it feel more real and heroic now dont they, well then it seems more realistic that you first have to learn basic skills before you go on to more serious stuff. And as everyohne, even pvp players, will have to allocate skill points that way other players will not be forced to use the same boring skill all the time just to not lose edge when dueling. And for whiners; you dont "waste" skillpoints that way, because a waste implies you are worse off than your enemies (other duelers) but this way THEy will have to "waste" those points too, so there is no problem.

And to TS, please to learn to paragraph, it's a headache reading your wall of text.
Sorry Elmacro but you still waste skill points even if you gain additional one per quests.
D3 system is much better than this from D2.
P.S. [off- topic] Seriously why the hell berserk skill has synergy from boosting defence skill in d2? What a crap.

^Because synergies were a bad solution to prevent players from hoarding points away. I suppose this was meant to reduce player frustration from feeling condemed to conserving points until lev 30 to attain competitive builds. So now people get to sink points into the def skill or w/e on their way to lev 30. Of course, at this point, Blizzard didn't care about the silliness of a defensive skill somehow helping the reckless berserk skill. D2 was just so full of problems with it's initial design, then the 'solutions' ended up causing other porblems and now d2 is a big snowballing mess.
But Im ranting...To address this:

Well, there are a thousand and one explanations Blizzard could come up with and any one of them would work because it's their world. You can't say the wizard knows "no magic at all" if he or she has invested in a ton of passives. The points put into passives represent intense study of magic. Part of that study involved studying the high tier skill your wizard ends up using. Blizard can say, "studying the passives means he/she is ALSO studying the actives but just doesn't necessarily use the actives yet."
And then there's this one: "The wizard uses icebolt on her way to learning Blizzard, but we never SEE her using icebolt. She does this in her spare time when we're not playing. Hey, you don't need to see her eating food, sleeping, counting out the gold pieces one by one, and you don't need to see her in her chambers practicing ice bolt either, especially since she's not going to use ice bolt in her adventures."
It's hard to debate how exactly magic should work, especially when Blizzard sometimes calls it 'magiks' and every blade of grass in their world oozes with magic.
If you look at the wizard skills, there is still a LOT of skills to choose from. the difference? You can stick with an early skill if you like it and want to develop it. This might result in wasted points until you get the build down right, but I feel like its a better system now than in D2.
Ex: You will put 1 point in a lvl 1 arcane spell then pump up passives that boost Arcane damage and that lvl 1 skill becomes better, and at lvl 12 you get the more powerful arcane spell that you can now pump points into that is already beefed up from passives, OR you can pump up the lvl 1 arcane spell if you like it
Nice that the OP knows how the PVP will work in D3.. besides I think those aren't the final skills that they now have, there was something about them adding a lot of passives for testing to the demo in blizzcon.
