I checked around in some cube recipes and couldn't find anything about upgrading white items to their exceptional and elite forms. For example, could I upgrade a Full Helm to a Basinet? If so, suppose the Full Helm was socketed, would I be able to upgrade it to the Basinet and retain the sockets?
There's not such recipe, only "upgrade" you can do to a white item is the low quality -> normal quality one.
[13] Weapons
Upgrade Base Low Quality -> Normal Quality = Eld + Chipped Gem + Low Quality Weapon
Upgrade Unique Normal -> Exceptional = Ral + Sol + Perfect Emerald + Normal Unique Weapon
Upgrade Unique Exceptional -> Elite = Lum + Pul + Perfect Emerald + Exceptional Unique Weapon
Upgrade Rare Normal -> Exceptional = Ort + Amn + perfect Sapphire + normal rare weapon
Upgrade Rare Exceptional -> Elite = Fal + Um + perfect Sapphire + exceptional rare weapon
[14] Armor
Upgrade Base Low Quality -> Normal Quality = El + Chipped Gem + Low Quality Armor
Upgrade Unique Normal -> Exceptional = Tal + Shael + Perfect Diamond + Normal Unique Armor
Upgrade Unique Exceptional -> Elite = Ko + Lem + Perfect Diamond + Exceptional Unique Armor
Upgrade Rare Normal -> Exceptional = Ral + Thul + perfect Amethyst + normal rare armor
Upgrade Rare Exceptional -> Elite = Ko + Pul + perfect Amethyst + exceptional rare armor

don't discount that recipe as worthless tho.
It's a nifty way to find a cracked Archon Plate armor, and insure you will get 3 sockets from Larzuk to make a Treachery RW in. Archon is so rare, that it's nice to have an option open if you find see a low quality one drop =p

Probably hell cows or the pits. Check the dropcalc of ATMA (http://atma.diabloii.net/).
