what does level 95 give you that level 94 doesn't (or 90 for that matter) in terms of gambling?

The Quality level of the item gambled is determined by the level of the character gambling. The higher the character level, the better mods are possible.

By the way Silverblade, I'm still stuck at 94, have not had a chance to play as much as I would like. Takes a lot of wsk, chaos and pit runs to level to 95, and since I have never had a character that high before I underestimated the time it would take.

I know the character level relates to the mods you’re getting, but I understood +2 skills is available at 90, so was wondering what mods are unavailable at 90 or 94 that you need a level 95 character to get?

The following is from the arreat summit, should explain why you need 95 for level 90. :)

"Items generated for the gamble stock are -5 through +4 levels of your character's level with a minimum item level of 5. Note, this does not apply to level requirements often seen on items also known as required level. This applies only to the item level. This item level is never seen by the player in game and is used primarily in formulae that choose what affixes an item can get. Ancient armor has a quality level of 40, which means you can see it in the gambling screen at level 35. You will see it more often in the gambling screen when you are level 44 because at this point, you will always meet the required level"

so what the arreat summit saying is that assuming +2 skills is a level 90 affix, you need to be level 95 in order to always have level 90 amulets appear, else if you were only level 90 for instance, you might only have level 85 amulets appear?

Yes you have to be 95, but it doesn't mean you won't get any junk amulets.

You don't have to get your barb to 95, you could always just transfer the gold. :) Some characters are easier to level than others.
