If I have an etheral item with 0 durability, will it be permanenetly broken, or is it savable with zod?

There is no way to repair broken Etherials. None. If you Zod it, it will both remain broken, and you will have wasted a Zod. ( That you could have given to me. :(

Doesn't personalisation - quest reward in act 5 - restore durability? That way you could restore it and then use your zod.
Problem might be that it only works items that still have atleast 1 durability. On the other hand, it's not like that reward is important. So you could give it a go.

I had heard about this trick to repair eth items and tried it on the ffirst Shako I found this season and i remained at 1 dura...
