if I find a white axe and i need 5os on it and using the socket quest i get 4os can i roll it again through the quest to get a different number of sockets?

Unfortunately no. Once an item has sockets it cannot be rerolled to change that socket number.

Please note that if you used the socket quest and got 4 sockets, then that item cannot have 5 sockets as the Larzuk quest reward will always give the item it's maximum number of sockets.
