Blade shield: Not worth it anymore?

I heard that they nerf'd this skill quite badly, but cannot find the offical statement as to why, or what blade shield can affect. (and its attack frame rate)

As far as I know, it uses the Sin's base AR, which is ridiculously small unless you massively pump Dexterity, wear 2x Angelics Halos, and fill yourself full of +Attack Rating. Even then, it's hard to break 5k AR.
