Are frame rate numbers finite?

For example, If I have between lvl 63-105 FCR I will only get the 9 FPS not somewhere between 8-9 FPS.

The game runs at 25 frames per second. You may see higher fps than that while playing, but the same frames are only being showed multiple times.

A sorc with 0% FCR can teleport once in every 13 frames, which is bit under 2 times per second (25/13). Increase her FCR to 105 for 8 frame casting, and now she is able to teleport over 3 times per second (25/8). And so on.

Block rate, faster hit recovery and attack speed have similar mechanics.

Ok let me re-phrase my question.

Lets say I have 70 FCR.

How many frames would it take to cast teleport?

Your cast speed does not change at all between the FCR breakpoints. 63% and 104% FCR will give exactly the same speed.
