Ideally, you roll baal Gc's since they have highest ilvl and can spawn +45 life on a skill gc. Ex: Paly combat w/ 45 life gc.
However, if my goal is to purely roll skill gc's, what is the best ilvl to use?
Also, is there a list anywhere of what prefix/sufix can spawn on what ilvl?

i think nightmare trav (from the council) is what people use for regular skill charms.
I think its because they drop there often and because there are far less (crap) prefixes(or sufixes) than there are at higher lvls.
did that make sense?

I made a short thread a little while ago, that might help: linky (http://diablo.incgamers.com/forums/showthread.php?t=685246) (Section 11.1).
You will need ilvl = 50 grand charms to roll a skiller (GCs have qlvl = 1 and thus affix-level (alvl) = ilvl).
According to the Strategy Compendium (http://strategy.diabloii.net/news.php?id=551), your best bet is to search the Great Marsh NM or Flayer Jungle NM to get an ilvl 50 GC.
Hmm, according to "that german affix calc" there is a 9.1% chance to get a +skill prefix on an ilvl 50 charm, and an 8.6 % chance on a baal charm. Id waste my gems on the baal one.
