i cant really manage to remember, so i ask it here ;)
1. what level should i be to gamble rings?
2. what level should i be to gamble circlets\tiaras\coronets...?
3. does it matter if i gamble @ hell, nightmare or normal?

1. They say 39-47 for soj.
2. 88+ for 2 to class skill levels. Applies to amulets as well.
3. Gamble in normal for normal gear, nm for exceptional, hell for elite.

Gambling is based on character level, not difficulty

Check out the general magic prefixes and suffixes here (http://www.battle.net/diablo2exp/items/magic/).
Find the affixes you wan't on a ring, and note the affix-level required to spawn all of those (ie. the highest alvl). Then gamble with a char 5 levels higher than the level you just recorded. This will yield the best chances of spawning the required affixes.
This all comes from the fact, that rings (and amulets btw) have qlvl = 1, and thus alvl = ilvl (see the Item Guide Tutorial (http://diablo.incgamers.com/forums/showthread.php?t=392254) for more info on the subject).
2. 88+ for 2 to class skill levels. Applies to amulets as well.
Only amulets are able to spawn +2 skills! And you need a character level 95 for all gambled amulets to have a possibility of getting the +2 skill affix (alvl = 90). With a level 88 char you gamble amulets from ilvl 83 to 92.
3. Gamble in normal for normal gear, nm for exceptional, hell for elite.
Wrong as lionheartthebrave pointed out. Gambling is only dependant on clvl (clvl - 5 <= ilvl <= clvl + 4).

I like to gamble in hell because I can sell back garbage for the highest possible gold (up to 35k). That is really the only benefit for gambling in hell.
