I'm building a blizzard sorc that uses frozen orb as her secondary. I'm not planning on maxing FO but i'm not sure what the best way to distribute her skill points between synergies and mastery are.

Could anyone help?

Why would you use two cold attacks at once? I suggest you combine either attack with some kind of fire or lightning skill. Check out the guides.

Because both of those skills are timered (and both cold skills) they are best used seperately, you should either go pure blizzard or make an orb sorc with fire or lightning as a secondary attack.

Why a secondary attack? Why become a hybrid? You make it sound like you HAVE to have a secondary attack against immunes. Some people don't like dual-trees. wouldn't recommend a blizzard/FO sorc but a pure blizz certainly is an option

There's no reason to have orb as your secondary attack.
-Blizzard and FO don't synergize each other
-They only share one synergy, which isn't very practical as a spamming skill (low damage, doesn't freeze)
-Both are timered
-Both do the same kind of damage

The point of a secondary attack is either to take out things immune to your primary attack or to spam while you wait for your primary's timer to wear off. Ideally, a secondary attack should have at least some of these traits:
-spammable (i.e. not timered)
-different element than your primary
-has decent damage
-can freeze or some other useful trait
-synergizes your main, if it's the same element
