About aura runeword

I was reading arreat, and i came across this "oskill" section saying the +XX to skills are caped at +3 for classes that owns the skill

does this mean runeword such as dream/dragon etc with paladin aura runeword, when equipd on a pally, he only gets +3 (or simply, lvl3 of those skill if the pally doesnt have them), on the aura given?? and also, do they stack?? (as in, if u equip dream helm and shield together, do u get two lvlXX holy shock active, or just 1)

Auras granted by items are not oskills, their lvl is exactly what you read in description on every character (unless on pala when he is using his own aura of the same type and higher level). And drumroll - they do stack. So gg with dual (duped :( ) dream!
