Hi there, first post in years.
I'm making a new barb. I'm thinking a badass ww with a ebotd great poleaxe i picked up in a trade.
Being that i've got all his other gear picked out, my question to you guys is; Where does ones stats go, and what type of GC/SC (charm) setup do i go for... In a perfect world (i have the friends/resources).
With casters you just pump the hell out of vit and use items/temp charms to get enough str to wear the gear (go for as little str as possible). With barbs on the other hand, they need the ar and damage from dex and str. Care to shed some light on the topic?

enough base str to wear armor/weapon after stat bonuses
base dex (get dex from arreats + raven + torch)
rest vit
if you want AR use dual ravens with some small max damage charms (they come with AR)
barbs should pretty much get whatever small life/max damage/resistance charms they can get, preferably dual mod, and a torch of course
you have the "resources" ? 37x 3/20/20 small charms
My POV differs from Omikron's somewhat in this situation.
You have a huge dmg 2H weapon for WW, a skill that has low skill-based %ED and only Polearm Mastery as a sort of synergy for it.
If you're going to do any PvP, stick with his recommendation.
If it's strictly PvM, jack your STR up a ways. Put 200 there or maybe even a bit more. Maybe go Titan and put it all there (this sort of build can have a glass jaw, though, so watch out).
Can you get your hands on Fortitude armor? If you throw ridiculous amounts of offweapon %ED at an eBotD GPA, it starts to get really sick. Enigma will do some of the same and is sort of De Facto if you want this guy to be an MF Barb.
If you can muster say, 3 to 3.5K life BO'd at clvl 85 or higher, you'll make it just fine. With the kind of damage you're dealing, ~20% LL will keep your bulb quite full. You'll have a ton of LL between the BotD and Arreat's.
Charms... Yeah, get your resists maxed and go Max/AR/Life with the rest. You don't need to go crazy with AR. ~6k ought to do it at a good lvl. BotD contains Eth, which reduces your AR requirements somewhat.
I hopped onto my (very) old NL eBotd GPA Barb and threw some of last season's stuff on him. The merc is a lvl 92 Might merc wielding a lvl 20 Conc Pride polearm, the Barb is wearing Enigma (+2 skills, +69 STR):

Bear in mind, this Barb's stats are a mess considering modern conventions. He's over-DEXed like crazy, for the most part. He has 75 base, which is completely unnecessary in the current state of the game with currently available gear. Again, I built this guy more than 5 years ago, and it's a stroke of Blizz's benevolence that he even still exists. But, he makes a good platform for this demonstration.
In the next shot, the Enigma is on the Merc, and the Barb is wearing Fortitude.

This guy's charms aren't even optimal, either - they're a hodgepodge with much devoted to MF. If this guy had all his wasted DEX into STR (55 pts) plus a full rack of Max/AR, think of how much higher that could even be. You might hit... even 20K? Maybe.
I hope this demonstration of what offweapon %ED (whether through auras or equips) can do with a high power weapon like the one you have was meaningful.
You can put on steelrends if you can skip the dracs and LoH/lavagouts. The str req will be nothing with a titan build, and it has ed and crushing blow, both amazing for a ww barb
