faster cast rate question

hey there!

short question!

my druid has 123% faster cast rate, and next fcr breakpoint would be 163% for both bear and human form. does that mean it would not matter if i have 123% fcr than 99%, since 99% fcr is the last breakpoint before 163%?

lets say, would i summon tornados and other spells as fast if i had 99% cast rate than 123%?

Yes, there is no difference between 99 and 123% FCR for a druid.

99fcr and 163 are break points aka where you actually notice a change. anything inbetween doesnt affect anything.
