Does Larzuk socket reward always give 4 sockets on Pally shields?

Quick question: I noticed on Arreat Summit that all Pally shields have a maximum of 4 sockets. Does this mean that if you try to add sockets to any white Pally shield using Larzuk's socket quest reward it will always result in 4 sockets?

it depends on the item level, if it's elite shield, cuz ilvl is high enough, then it's 100% give max (4) sockets
