Question about gambling and clvl

So, if I'm to understand the FAQ, I have to be around the level of the item I'm hoping to gamble, right? If I want a suffix with an ilvl of 24, I need to be somewhere in the 21-27 clvl range, is that right? Will being clvl 76 make it impossible to gamble a low-level magic suffix?

Availability of affixes for an item depends on an item level and on base item type too. ilvl when gambling is random from clvl-5 to clvl+4.
Than you can use affix calculator which computes the available affixes for you. If you are of higher level, lower affix just gets rarer because all other higher level affixes are available.
