I wonder why people respect those items with neither or both of those stats on?
Is the reduce by percent or just by numbers? If it is by numbers, I think it's very useless...

There are two different types of (physical) damage reduction.

"Damage reduced by XX%" mod(for example stormshield which gives 35% DR).

Then there is "damage reduced by XX" mod(for example gladiators bane which gives 15-20 integer DR).

Both %DR and integer have their uses. %DR is obviously prefered when up against high physical damage monsters, while integer DR is good agaisnt low physical damage monsters.

Also, unlike %DR(which is maxed at 50%), integer DR has no max limit. Most normal monsters won't do more than ~100 average damage in Hell, so with enough integer DR, you can become immune to their attacks.

Yes, this is correct. Integer DR really good for PvM.

TheMightyGoat once posted a recording of his pdr barb on the barb forum. It's quite impressive and shows the power of pdr in pvm.

Have a look for yourself - there's nothing like seeing things for yourself
