Cruel Prefix

According to the wiki page (http://diablo2.diablowiki.net/Prefixes#.2B_.25_to_Damage) cruel can only spawn on magical items. Is this information outdated? Doing a solo clear for my first quest kill of Diablo, I appeared to have gotten a lot of presumably average rare items, however after checking their stats after identifying them, I noticed this:

This is on ladder if it makes a difference. Please forgive me if I've missed missed something that explains it.:embarassed:

Since 1.10 there are two cruel prefixes. Their names and effects are the same, but the affix levels and level reqs are different. One of them can only occur on magical items and the other can appear on rares as well. That means that rare items can have the crual affix as well, but with a lower chance and with a higher level req.

BTW, the ferocious prefix can occur on rares as well, at least since 1.10.
