Hell Council, What level Hydras are cast? [Archive]

I was looking for the answer, and similar information. Arreat shows their resists, life, and so on, but doesn't say what level/damage their hydras do.

I'm not sure if that is entirely correct, however. The Hydra skill levels in Hell should range from 9-10 in Travincal and 10-11 in Durance of Hate, and they also suffer from a minion vs. player penalty when you're on the receiving end.
