Can Lawbringer be made in a flail? It says scepters, but a scepter is a mace, and a flail is a mace?

It can only be made in Scepters, Hammers, and Swords. A Flail is none of those, even though both Flails, Scepters, and Hammers have the Mace type.

(Incidentally, runewords that require Maces do not work in all items with the Mace type, either; see the Arreat Summit section on runewords)
