Is there any purpose to this at all, or is it just "for show"? Is there some sort of hidden bonus(es) that it gives if you've got one? If not, why have the level requirement on it? Is there maybe some sort of Cube recipe that uses it?

For crying out loud, please... tell me something about this otherwise completely useless item!

It's a completely useless item. It does nothing and never has. My guess would be Blizzard had planned to implement something for the item, just never got around to it when the Uber Tristam quest was released and they completely forgot to remove the item itself.
