So i finally got around to making an assasin and it is lvl 9 now with all quests that are worthwhile doing done!
So i am here to ask to the good people of this forum on any advice concerning skill setup gear and anythign else like general gameplay with this assasin.
Ps. i have already decided i want it to use weapons to attack (rather than traps)

you really should do more research before you post something like this again. luckily i like the topic and will now spoon feed you what you need.
tiger strike is the prefered skill for lvl9. what kinda claws are you using? depending on whether or not you have blade talons with 10 ias, you'll place your skills in different places, and it will also effect what other gear you have.
no ias blade talon set up:
3os mask with +max jewels 9 and up
3os light plate with 9max and up jewels (for beginer) 4os ancient armor with 4x -req/+max jewels (advanced)
deaths gloves/sash
rare rings with ar/stats/replenish life
rare ammy with ar/stats/replenish/damage to mana
pelta lunata
fhr/ar/dex boots or hsarus
talons eth/repair/2os prefered, but a good beginer pair is superior 3os blade talons with 1 hel and 2 maxers or 2x -req/mods jewels and a maxer. you have to 1) use blade talons and 2) lower their reqs. with the stats you have available you HAVE to lower the reqs to be able to use them. hardly any stats will go to vita.
skills are (hell rushed you have 20 skills):
9 tiger strike
9 claw mastery
2 burst of speed
for 10 ias blade talons and the "better" build:
3os mask (same jewels)
4os ancient (same jewels as above)
same rings except have "half freeze duration" somewhere
same ammy
bloodfists
hsarus belt
hsaus boots
pelta
skills:
9 tiger strike
7 claw mastery
4 burst of speed
i started out with the top build then finally got a pair of 10ias talons with 2os (still waiting to imbue 10ias/eth/repair/2os pair) so i remade for the second build.
charms should be 15 life larges and if you want a couple of fhr/ar grands depending on which build and what you want to hit fhr wise. put small charms under them with 1stat (dex or str doesnt matter) as that's all that is available at lvl 9.
ah forgot one thing: charge up with tiger strike and release with normal attack. my latest sin has ~1k damage when fully charged.
there's more to say but i should be working.

as zang said, kickers at lvl 9 are dodgy at best. ts is a stronger build... though it's not the best level 9.
I would suggest a minimum damage build for a TS sin. Since the difference between min and max damage on a blade talon is so low, you will easily bridge the gap, and afterwards, each +min damage jewel item will add to both your minimum and your maximum damage. Also, Bloodfists will add a nice solid 5 damage rather than only 5 to your min.
Remember, when making a mini build, +max jewels are completely useless.
My sin does 920-921 damage fully charged and has 601 life (more than most ts sins). Here's my pretty claw.
