When do monsters spawn? Is it when you load an act? When you visit that area or is it based on your position in relation to them?

When do monsters spawn? Is it when you load an act? When you visit that area or is it based on your position in relation to them?Where monsters will be spawned is determined either when the game is created, the Act is accessed, or the area is accessed. They all come out to the same in practice.

When you are within 1-2 screens of them, monsters will spawn their life, damage, exp, and starting no-drop chance.
