is there a pre-fix that can make a jewelers monarch , BLUE? possibly a % to cast nova pre-fix?

Magical items can have one prefix and one suffix. Jeweler's is a prefix, so a jeweler's monarch cannot have another one. You probably mean a suffix.

The suffixes with a chance to cast nova shield will add a blue color. See here (http://diablo2.ingame.de/spiel/expansion/itemdb/affix_index.php?lang=en&version=lod&patch=111) for all kind of information about affixes.

No vendor can sell monarch shields.

Yes, extremely rare. Even if you do find a "Jeweller's Monarch" only 50% of them will have a suffix. The most useful ones are deflecting, colossus, simplicity and amicae. 5% of these again will be ethereal, rendering the shield useless for characters once its durability reaches 1. (Move it to an act 3 merc when this happens).

This is why I started picking up all blue Monarchs - you just never know when you might hit a jackpot, just like with blue Barb helms.

Yeah, you never know. I don't pick up blue claws or archons (unless I intend to sell them for the gold) since those items are among the easier to shop. Monarchs, dusk shrouds, ama javelins, barb helms, druid helms are all unshoppable, so I pick them up if I think they might be of value. Even blue sacred targes.

i pick all that stuff up and more as 1) i hate shopping and 2) 35k gold

I use a retired sorc for LK runs, which relies a little on mana/life charms so she hasn't got more than a 3x4 space to pick up items (else I must drop them in the cube) so that limits me a little. My other characters only have a 2x4 space due to MFSCs or skillers. (They also carry a cube just in case).

I also hate shopping, btw. But it's fairly fast unless you're looking for something insanely rare like 5-6 LS claws, etc.
