Empyrian Song please help

I was looking through some old mules and I rediscovered this (http://i288.photobucket.com/albums/ll187/theBanger/EmpyrianSong.jpg).
The problem is I'm not sure what use it has. Can any one suggest a use for this (besides selling it)? And another question, will the lvl req change if I up this? Divine scepters only require level 25, which is still under lvl 48.

It has a lvl req of 48 based on affix(es) on the weapon. If upped, it will get a +5 to lvl req, and if upped again (to caduceus) it will have another +7 to its lvl req. However, that will be on top of the lvl req of the caduceus base item, and IIRC that's higher than 48+5.

The scepter has no IAS, and only 3% more ED than a perfect cruel. It might be of some use to an avenger, but if you have acces to "Oath", I'd make Oath in an eth 1h weapon instead.
