yes

anywhere with dense crowds of normal monsters, for example Cow level.

Have a look at the atma - or an other drop calculator. Cows certainly are good, though they can't drop every items in the game.
Vortex shield can't be dropped by cows IIRC, you'll have to look in alvl 85 area's for those.

Any mlvl 81+ monster can drop every base item IIRC, because their TC is upgraded to 87. Uniques are another story, though.

i've found a ton of nice socketable gear from around Nihlathak. pally shields especially for some reason.

i've found a ton of nice socketable gear from around Nihlathak. pally shields especially for some reason.
Nihlathak's Halls and the WSK levels are great for white/gray elites when they spawn with billions of flayers.
