Lvl 18 charger?

How do charges do at level 18? I'm looking to make a decent llder but don't really want to do zeal. What is the best build to beat a zealer with? For the charger I was thinking max might and as many points into charge as possible. Not sure about gear or what to do with the other 3 or so points after a hell rush. Any suggestions?
