Claw Block Mechnics

I have a question on claw block, my understanding is that if you are running or walking it drops to 0, but if you are standing still or attacking it is at whatever your % is (probably 60%). What happens if you are casting?

With casting it works normally too. This also means weapon block works when you are teleporting.
