Need help with blizz pvp

I have four questions. 1.) Does -ecr on gear affect ppl in pvp? 2.) And what shield is best for a pvp blizz sanctuary or 20-20monarch or stormshield? 3.) Does a blizz pvp really need 105FCR or 63?
4.) if you get 156 str for ss//monarch you have to add alota stregth, so max block prolly is'nt worth it cause you want all rest in vitality right? =P


If you could give awnsers in list form such as 1.)......2.)......3) like i have it would be most appreciated and ez for me to follow..lol, thanks! =P

1) -ecr = Cold Mastery (and facets, and...)? yes, it works - you'll want lots of it
2) depends on your tastes (doesn't answer your question, does it? :tongue:)
3) 105 - you'll want the faster teleport
4) depends on your tastes and dueling opponents.
