IIRC WW adds 8% ED and 5% AR per level, and wep mastery is 5% ED and 8% AR.

Seems like a personal preference. I'd wait until you got to your desired level (53?) and see which you are lacking most. Getting attack rating on those small vita charms would be benefical and probably make it easily excusable to put the points in WW. However these may be much more expensive/rare on hardcore as I dont even know what happens to peoples stuff when they die.
