Lazruk socket question

Hi, a eth CV recently dropped for me close to Nilhathak, and as I intend to make a infinity, i wish to socket it. I am wondering, can Lazruk socket eth items and will he always give 4 sockets?

He will give the maximum sockets based on the ilvl and will give 4 for a CV

for crafted/set/rare/unique he will give 1 socket

for magic he will give 1-2 (random)

for white according item type and its ilvl, chart here
