I don't understand the language people use for Jewels. If someone has a "40/15" Jewel, what does that mean?

40/15 means "40% Enhanced Damage and 15% Increased Attack Speed" - quite rare and quite expensive jewels, since they're really useful.

40% Enhanced Damage/15% Improved Attack Speed, both on the same jewel.

jewels are similar to charms in that there are popular and commonly used stat combinations, in the case of the above it's a 15 IAS 40% enhanced dmg jewel as stated above, another popular choices would be 15/15 jewels (15 IAS/15 all res), 40/9 (40% enhanced dmg, either 9 dex or str).
40/15 CAN also be 40ed/15max damage, but usually they are referred to as 40/15max.
As Mike said, good charms/jewels are usually known by their stats. If someone mentions a 3/x/x charm, it is a charm with 3max/x ar/x life.
