Larzuk Socket Quest

So, I was about to charsi the sorc circuit (+2 Skills, +20%FCR, 0sox) I had gambled, untill I saw the thread on the forum that valued it at about at about an ist, if it had 2 sockets.

So the questions is, does Larzuk always give the maximum amount of sockets, and if so, will my circuit get two sockets 100% of the time if I socket it with him?
