Do -res from Tals set break immunities?

Do the -res from Tals orb and Rainbow facet break immunities to monsters? If so, can the -res from Tals orb break the immunity and make the monster succeptible to Cold mastery?

No, they don't. They only lower resistances that are lower than 100%. For breaking immunities, only Conviction and Lower Resist are viable.

It's also worth noting that Tal's orb doesn't give -cold res, only -fire and lit. It gives +cold damage.
