PvM Fire/Lightning Sorc

I am just wondering as somone pointed out their Fireball doesn't seem to do much dmg in Hell,

would it be at all possible to utilize the Phoenix Runeword's -28% enemy Fire Res as a way to increase damage in the way that Cold Master works. I know the consensus is either Spirit for +skills or Stormshield for Block but just wondering...

on top of adding Facets and the bonuses from Tals Set (swyrling Crystal)

Yes, it's a perfectly viable way to boost damage, the resist pierce mod is more important for fire and lightning on a sorcerer due to the +element% damage stacks with the mastery skill.
