Monster Shrines?

Something I've been wondering about for a long time, what exactly happens when you activate a monster shrine? My first guess was that they worked like an evil urn and spawned some unique/champions nearby, but it doesn't seem to be the case.

Just looking to improve my knowledge of d2, I'm grateful for any answers. :)

When you click on it, it causes a nearby monster to become a unique or champion-type monster. If no monsters are nearby, I believe it'll do nothing. Arreat Summit has a section on shrines, actually, in case you're interested in the effects of any of the others:

Added info: those shrines do not work on council members, or any other monster that is a boss minion.
