I assume PM is personal message or something. how do you do it? sorry for the total noob question.

Click their name, and pick the option send "user" a private message.

Or if you mean in-game, its called a whisper and you do it by: /w *accname <msg> or /w charactername <msg>

To access your PM box, click on the red text "Private Messages" which shows up at the right top of every forum page.
